Phone-Free Learning
Keller ISD has implemented a new cell phone policy aimed at reducing student distractions and minimizing interruptions to the learning process.
While students are permitted to have cell phones, they must keep them powered off and stored in a bag, purse, or backpack throughout the school day. This encompasses class time from the first to the last instructional period, passing periods, restroom breaks, and lunch.

All KISD students will be required to adhere to the new cell phone, FNCE(LOCAL).
Keller ISD Student Code of Conduct Outlines
Possessing, Using, Giving, Selling, Buying, or Offering to Sell or Buy Prohibited Items:
- Using, displaying, or having in operational mode a cellular telephone or telecommunications device (see definition below) at school during the school day, including using a cellular telephone to film other students and/or District employees.
- Electronic games, iPads, MP3 players, stereo head sets, ear pods, air pods, or any other electronic equipment for other than approved use.
Telecommunications Device Definition
Any type of device that: (1) emits an audible signal, vibrates, displays a message, or otherwise summons or delivers a communication to the possessor, or (2) permits the recording, transmission, and/or receipt of messages, voices, images, or information in any format or media, electronic or otherwise. It does not include an amateur radio under control of someone with an amateur radio license.
District Expectations
- Device Usage: Cell phones and other telecommunications devices must be powered off during school hours. Placing a device on vibrate or using it for texting is prohibited, except before and after school.
- Headphones and Bluetooth Devices: Headphones, earphones, and earbuds with Bluetooth capability are not allowed to be worn on campus except for teacher-approved instructional purposes.
- Restricted Areas: Cell phones and telecommunications devices may not be used in hallways, restrooms, or any common areas throughout the school day.
- Recording Prohibition: Recording anyone or any situation using a cell phone or telecommunications device, including fights or altercations, is strictly forbidden.
- Confiscation Protocol: A staff member may confiscate a cell phone or telecommunications device if it rings, vibrates, is used without permission, or if found in use on campus during school hours, except before and after school.
- Storage Requirement: All cell phones and telecommunications devices must be stored in a backpack, purse, or bag during school hours. Carrying devices on the body is not permitted.
- Emergency Drill Access: During emergency drills, students may carry their backpack, bag, or purse, ensuring access to their cell phone for emergencies.
- Emergency Situations: In case of an emergency, students may use designated school phones or seek permission from school staff to access their cell phones.
- Teacher Support: All staff members are required to adhere to the district's expectations of maintaining a student cell phone-free environment. Further, we ask that all teachers model this expectation during instructional time.
