New Student Enrollment

Students eligible to enroll in pre-kindergarten for the 2026-27 school year must be 4 years of age on or before September 1, 2026. There is no flexibility allowed with this date.

A new student is defined as:

• The student will be enrolling in Keller ISD for the first time; or
• The student has been enrolled in Keller ISD in the past but is not currently enrolled with the District.

Current Keller ISD students who complete the 2025-2026 school year in Keller ISD and plan to re-enroll for the 2026-2027 school year are considered returning students. An email for each returning student containing a unique Snapcode will be sent to the student’s primary guardian's email in July 2026. Please do not enroll your returning student as a new student. 

Pre-K Qualifiers

General Education Pre-K Students

General education students who are eligible for the free pre-kindergarten program must be 4 years of age by September 1 and must meet one of the pre-k qualifiers:

• Be unable to speak and comprehend the English language
  (language testing is required and will be administered by District personnel)
• Be eligible for National Free or Reduced-Price Lunch Program 
  (several kinds of documentation are acceptable; see Step 2 below)  
• Be currently homeless 
  (McKinney Vento residential questionnaire) 
• Be a child or step-child of an Active-Duty Member of Armed Forces or Who Was Injured or Killed While Serving on Active Duty 
  (US DoD photo identification, statement of service from the installation adjutant general director of human resources, or a copy of the death certificate or a DoD form that indicates death as the reason for separation from service) 
• Is, Or Has Ever Been, In Conservatorship of Dept. of Family and Protective Services in any state
  (letter from DFPS and Child Protective Services) 
• Be a child of a Person Eligible for Star of Texas Award, as: 
  (resolution/certificate awarded to individual serves as proof of eligibility) 
  • Peace Officer under Sec. 3106.002, Gov't Code; 
  • Firefighter under Sec. 3106.003, Gov't Code; or
  • Emergency Medical First Responder under Sec. 3106.004, Gov't Code

Special Education Students

Special education students who qualify to attend our Early Childhood Special Education (ECSE) and Itinerant Speech programs will complete online enrollment upon completion of the initial ARD meeting.

The Texas Education Agency outlines criteria for students to qualify for pre-k services at no cost to the family. Students who qualify for pre-k based on state criteria will be placed in pre-k classes first. Keller ISD is able to offer limited tuition-based pre-k for students who do not meet state criteria. Students are placed on a first-come, first-served basis. Students can be placed on a waitlist capacity is reached for the tuition-paid pre-kindergarten program. Waitlisted students will be contacted in late July to be placed in remaining available pre-k seats.

Required Documents for All Pre-K Students

• Student's Certified Birth Certificate
  If the student's birth certificate cannot be provided, you must complete the Birth Certificate Exception Form AND provide one of the following documents:
  • Passport
  • Adoption Records
  • Church Baptismal Record
  • School ID Card
  • Hospital Birth Record
  • Any other legal document that establishes identity 
• Student's Social Security Card 
  (optional, but preferred) 
• Parent/Legal Guardian Photo ID (a copy of the front is sufficient) 
• Proof of Residency 
  (see next tab below for required documentation such as current utility bill, lease or housing contract) 
• Student's Immunization Record
  • Immunizations must be up-to-date in order for enrollment to be considered.
  • Immunizations records will only be accepted when they include the child’s full name, date of birth, and physician’s or public health personnel’s signature, initials, or stamp.

Additional Requirements for Free Pre-K Students

A student must meet at least one of the following qualifiers:

    • please provide a complete copy of your current TANF letter that includes your Eligibility Determination Group (EDG) number
  • receive Medicaid benefits
    • please provide a complete copy of your current TANF letter that includes your Eligibility Determination Group (EDG) number
  • is eligible to participate in the National School Lunch program based on household income
    • To prove household income please provide one of the following:
      • Current paycheck stub or a letter from employer stating gross wages and how often they are paid
      • If self-employed, last year's tax return should be provided
      • If your income is in cash, provide a letter from employer stating wages paid and frequency
      • If you receive unemployment or disability payments, please provide a copy of the award letter and/or check stub

​​​​​​​Immunization Requirements for 4 Year Olds (Pre-K)

• 4 doses of DPT/DTaP/DT/TdaP/Td
• 3 doses Polio
• 1 dose MMR received on or after the 1st birthday*
• 3 doses Hib (one of which must be on or after 12 months) or 1 dose Hib after 15 months of age
• 2 doses Hepatitis A
• 3 doses Hepatitis B
• Pneumococcal Conjugate (Prevnar, PCV7) - 4 doses given in infancy with one dose after age 1, or 2 doses if given between 12-24 months, or 1 dose if given after 24 months
• 1 dose Varicella (if child has not had chickenpox) *

*Doses given up to (and including) 4 days before the birthday will meet the requirements for school entry.

Exclusions from compliance are allowable on an individual basis as specified in Texas Administrative Code (TAC) 97.62. For more information, refer to Texas Health and Human Services or the school nurse. 

Planning Ahead for Kindergarten Immunizations

Prior to the start of kindergarten, or the age of 5, whichever comes first, each child is required to have another DTaP (#5), Polio (#4), MMR (#2), and Varicella (#2).

  • All students new to the District must present an immunization record prior to enrollment approval. 
  • All incoming seventh-grade students are required to have a Tdap Booster and an MCV4 (meningitis vaccine) prior to the first day of school. 

Additional Documents (if applicable)

• Proof of legal restrictions (signed court orders or legal documents in their entirety); or
• Department of Family Protective Services (DFPS) Form 2015 or DFPS E-2095.

If a parent/guardian owns or rents their current residence, they may provide ONE of the following documents as proof of residency:  

• A rental/lease agreement that includes the name(s) of the renter(s), the address of the residence, the start and end dates of the lease, and the signatures of both the owner/landlord/property manager and the tenant/renter, OR
• A utility service bill (gas, water, or electric bill, or a utility service request for new customers).
  • The entire utility bill must be provided displaying the name of the owner/renter of the residence, the address of the residence, and the service dates on the bill must be dated within the last 60 days.
  • Documents that will not be accepted are a utility termination notice, utility letter of credit, cellular phone bill, cable/internet bill, insurance bill, mortgage statement, debit or credit card statement, toll tag bill, medical statement, tax statement, or any document that is blank, blurry, or unreadable. 

If a parent/guardian is in the process of purchasing or building a new residence and cannot provide a current utility bill for the new property, they may provide ONE of the following documents as proof of residency:

• A purchase contract or closing document displaying the name of the purchaser of the property, the address of the property, the projected closing date of the sale of the property, and the signatures of both the purchaser and the seller.
• A builder’s contract displaying the name of the purchaser of the property, the address of the property, the projected completion date of the project, and the signatures of both the purchaser and the builder.

Any of the proof of residency documents listed above must be in the name of one of the student’s parents or legal guardian. If a parent/guardian does not own or rent their current residence and they are currently living in the home of someone that is NOT the parent/guardian of the student that is not due to a homeless or temporary living situation, the parent/guardian will be required to provide a notarized Affidavit of Residency form and additional supporting documentation from the owner/renter of the residence.
