Why not pay for Transportation with Budget Surplus?

If Keller ISD has a surplus budget, why do we have to pay to ride the bus to and from school? Why won’t the District use its Fund Balance to pay for transportation?

Keller ISD’s Board of Trustees adopted a budget that featured a nearly $6.7 million in unencumbered funds for the 2011-12 fiscal year.

However, as described in a previous From the Source post, those unencumbered funds are deceiving when looking at a two-year window the District has to consider as a result of the state of Texas’ legislative system which meets every other year.

The District saved approximately $2 million by eliminating regular transportation.

It has been questioned why the District doesn’t then pay for the transportation using the District’s Fund Balance. If the District chose to pay for annual services like regular transportation out of Fund Balance, KISD would have to use that account to pay for the service every year, eventually depleting the balance, a practice currently viewed as fiscally irresponsible.
