Caprock Elementary's TEA Accountability Rating

I saw that Caprock Elementary received an Academically Unacceptable rating this year, compared to an Exemplary rating last year. Can the district explain what happened, since ultimately it prevented the district as a whole from a Recognized rating?

For the 2010 school year, Caprock was rated Exemplary. The accountability ratings that year were calculated using the Texas Projection Measure in Texas (TPM) and Caprock utilized TPM in five areas to obtain Exemplary status. If the TPM were not in use in 2010, Caprock would have been rated Recognized. 

For the 2011 school year, Caprock met the Recognized standard for all five sub-populations in both reading and mathematics. The writing scores in two sub-population areas for Caprock fell below the standard for Acceptable. In the three remaining subpopulation areas, scores met the standard for Acceptable or Recognized.

Some campuses in the state and surrounding areas do not meet the requirements to include all five sub-populations when calculating the accountability rating. For instance, at Caprock, all sub-populations were not used in calculating the accountability rating in 2010. In 2011 all five sub-populations were part of the calculation for the 2011 rating. 

For the 2011 school year, the accountability system in the state changed dramatically with the addition of  TAKS M and TAKS Alt, Commended Performance, English Language Progress Measure, and the elimination of TPM. Districts and campuses across the state dropped in ratings. In some cases the campus/district rating dropped, but the student performance increased. 

Keller ISD follows the continuous improvement model and is analyzing data and the campus plan in order to address student needs and insure success for all students.
